Weight decides the size on a construction job. A gut renovation, a new build or a fit-out produces bulky, light debris, so a 30-yard is the usual container and a 40-yard the choice on a big site. Roofing shingles, plaster, concrete, block and brick are heavy: they go in 10, 15 or 20-yard containers, loaded level with the rail, so the truck stays within its legal weight. Demolition permits and asbestos in Lancaster

Demolition in the city goes through the Bureau of Building Code Administration at 120 North Duke Street, 717-291-4724, Monday to Friday 8:30 to 4:30, on PDF application forms, with residential reviews taking up to 15 business days and a $4.50 state fee on every permit. The published 2023 fee for demolishing a commercial building is $250, and $195 for interior non-structural demolition. Much of the city sits in the Heritage Conservation District, where the Historical Commission reviews demolition, and about 900 properties are in the Local Historic District, where HARB and City Council must issue a certificate of appropriateness first; the Historic Preservation Specialist is on 717-291-4726.

Pennsylvania requires an asbestos notification to DEP ten working days before a demolition, with a $400 fee, though private residences of four units or fewer are exempt from the DEP notice; abatement is done by contractors certified by the Department of Labor and Industry. Friable asbestos never goes in a roll-off; LCSWMA takes it only by arrangement as special handling waste.

Where construction debris goes

Our construction and demolition loads go to LCSWMA’s Transfer Station Complex at 1299 Harrisburg Pike (Monday to Friday 6 to 4, Saturday 7 to 11), which posts a per-ton rate for C&D with a transfer charge on top and a $40 minimum per visit, and requires every load tarped. Clean concrete, brick and block are best kept in their own 10-yard box so we can route clean fill separately. The City’s own refuse collection treats construction debris as a separate stream and will not take it at the curb, so a roll-off is the practical route for any real quantity.
