Dumpster permits in the City of Lancaster
On a private driveway or lot, no permit. In a City street or any other public right-of-way, City Code § 285-45 requires a permit before the container arrives: $75 under the current right-of-way fee schedule, good for 90 days and not renewable, from the Bureau of Engineering at 120 North Duke Street (window 2), (717) 291-4764, Engineering@cityoflancasterpa.gov. The conditions matter: no more than five feet tall, reflective material, covered at all times, never filled above the rim, plywood under it, within 12 inches of the curb with a 10-foot clear lane, 20 feet from a hydrant and 25 feet from an intersection or driveway, the permit posted on the container and the property, no-parking signs from the police and metered spaces through the Parking Authority. Each violation is a $25 to $50 fine under § 285-56. Our permit guide walks through the whole process.
Outside the city the rules change at every boundary, which is why each town page above states its own. In short: Ephrata requires a Code Enforcement permit (up to 30 days plus two renewals, one per property per year), Manheim Township a $50 permit through its Police Department five business days ahead, and Millersville, Mountville and Columbia boroughs and the townships behind Willow Street, Leola, Bird-in-Hand and Ronks each handle it their own way. Where a place publishes nothing, we say so and keep the container on private property.
